You tell me! I don't know quite what to make of this hydrant-plus- extension. It was across the street & down aways from my splendid chrome-plated biker robot.The stick holding up the far end of the extension is good evidence for hacker rather than official provenance!

That appears to be a construction water meter--a temporary setup by the water department to provide water for someone using a water truck on a construction site.
If you check with your water department they could verify that for you.
Sigh! I'm disappointed! I thought that it was going to be something more interesting--like the civic equivalent of graffitti or some such...
